What exactly is a webmaster? Even better, what makes for a good webmaster?

Once you've created a website, you'll need to publish it to the Internet. Haven't got your own web-server? That's ok....
So you've found a place to store your web pages - now you need to promote your site. Generating traffic isn't as simple as submitting your page to a search engine and watching your hit counter go berzek. It takes a little effort!
